Is anybody in the group familiar with the maximum
concentrations of Tween-80, Propylene Glycol and
Glycerine to be used in oral liquids (for local use;
not for systemic use).

You can find this information in FDA's Inactive
Ingredient Database (Also called IIG):
http://www.accessdata.fda.gov/scripts/cder/iig/index.cfm
This will provide you with list of its (excipient) application via
several
routes approved so far, you can pick the concentration for oral route
from there.
