Dear David,
The EWOC method is a continual reassessment method suitable for Phase I
trials in life-threatening diseases such as cancer. Essentially the key
difference between this and the CRM as conceived by O'Quigley, Pepe and
Fisher and modified by numerous subsequent authors is that the loss
function for assigning the next dose is designed so that overdosing is
more serious than under-dosing. This alteration to the loss function can
be expressed as the expected rate of overdosing. The paper is

The title is perhaps a little misleading as the modification to the loss
function, although sensible, can never actually CONTROL whether or not you
overdose
